As it is, I have no intention of lowering the cost for Hafuri/God of Fortune. However, if as the game progresses I see that there is literally no hope of someone achieving either of them, at that point I will consider making it more easily achievable.
This is not supposed to be something that just anyone can reach. The number is there to make it difficult to reach. Characters should not be joining The Far Shore just to become a God of Fortune or a Hafuri vessel. They are pleasant rewards for the characters that manage to stick around for a very long period of time.

Lowering the OOC point cost but increasing the emphasis on IC reasoning would reach the exact same effect without putting players under pressure to hoard points for several years. You could also put a "minimum time spent in the game" requirement in there if you want to be sure players aren't trying to claim Hafuri/GoF after only a few months of playing. As it is now, it's ridiculous to expect anyone to even hope for hitting Hafuri/GoF. The average character doesn't last more than a couple of years in a game. I'd honestly bet good money on no one every hitting Hafuri/GoF throughout the game's lifespan under the current requirements.
If you really don't think players are ready for Hafuri/GoF yet and don't know how you'd want to adjust the cost, it would make more sense to just remove the option entirely for the time being and gauge player activity/point accumulation in the meantime. If it's not going to be used yet anyway, there's no point in setting any hard rules or putting expectation on players to forgo any rewards for their activity.

But I will say that it is a completely achievable goal. It is not set for just an average player to reach, though. It's set for the high end of players to reach.
Either way, I'll take this into consideration.
