It's not something that should be achieved by just anyone, but what you're asking right now is for someone to stay highly active for several years with the same character and forgo regains and rewards completely the entire time. It doesn't exactly "reward" staying in the game for a long time, either, because while other characters could be regaining memories/items/learning new abilities (if spells are worked into IC rewards, anyway), someone aiming for Hafuri/GoF can't spend their points on anything. It punishes players for wanting to have anything but Hafuri/GoF.

Lowering the OOC point cost but increasing the emphasis on IC reasoning would reach the exact same effect without putting players under pressure to hoard points for several years. You could also put a "minimum time spent in the game" requirement in there if you want to be sure players aren't trying to claim Hafuri/GoF after only a few months of playing. As it is now, it's ridiculous to expect anyone to even hope for hitting Hafuri/GoF. The average character doesn't last more than a couple of years in a game. I'd honestly bet good money on no one every hitting Hafuri/GoF throughout the game's lifespan under the current requirements.

If you really don't think players are ready for Hafuri/GoF yet and don't know how you'd want to adjust the cost, it would make more sense to just remove the option entirely for the time being and gauge player activity/point accumulation in the meantime. If it's not going to be used yet anyway, there's no point in setting any hard rules or putting expectation on players to forgo any rewards for their activity.
